This has actually been going on. I’ve gotten one of these notices from my ISP a few months ago.
Honestly, I don’t really know how effective these petitions really are, but whatever, it takes like five seconds. In the meantime, here is Tor, an anonymous web browser designed to keep your identity and location completely secure as you browse the web. It’s not a completely watertight way of getting around CAS, but it’s essentially the best option right now.
